I had a case where simply accessing the properties of a directory, clicking on the sharing tab, going to advanced sharing, checking "share this folder", clicking OK, worked fine on my Win7 machine.

For me it started a couple of weeks ago, after the latest round of Windows updates. After a reboot, I had no network at all yellow triangle and no connectivity, despite valid IP config. Performing the Win 10 'network reset' option would fix this until next reboot, when the issue would return. Turn this feature off uncheck the box , exit, then go back in and turn it on again check the box. Now when I reboot my PC I can access the computer via the unc name or ip e. Hope this helps.
